The Pindex have no value as gambling chips. They are more like the previous chips you have released.
Let me ask you a question who is running the show. You say it is a partnership between Vegaschips.com (you) and someone else. Lets call the partnership "X". The other partner will be "Y". Lets assume 50% interest each to make this easier.
Tell me where I am wrong:
Palace Station sells all the chips to X for $1 each (the face value). X gives out one chip with each paid admission. Presumably this helps increase the sales of admission to the show (after all if the new issue guys want 10 of each chip they would have to buy 80 admissions of which they would only have to buy 1 if they were simply going to attend the show).
If the chips sell out as premiums to the admissions that will be the end of them.
If they do not sell out X has a bunch of $1 chips which it can sell back to the cage for $1 and take no loss.
If Rene wants the any of the chips he has to pay $5 for each one to X (of which $4 is pure profit to X). However Rene is 50% (just assuming -- you can adjust the actual percentage) partner in X so actually for every chip X sells to Rene, Rene gets back $2 (half the profit) so the chip actually is only costing you $3.
