This is the story I've heard. I would like to see or hear how someone knows this is fact. How do they know the mis-strikes are intentional and not just mis-strikes?

"It is my contention that spare dies that were never intended for legitimate manufaacture (and never approved by the Gaming Control Board) were used"

If so, why were the dies made? How does anyone know this?
I am not saying this information is wrong. I would like to know what actual facts are known on these coins.
