I think you are confusing Casino Ruhl with the older Palais de Mediteranee, which closed about 20 or even more years ago.
Me and my friend Rich Figarotta visited Casino Ruhl in July. We looked at the façade of Palais de Mediteranee (with the two horses figure,still on the façade) which is being rebuild with a 5* hotel and casino to open in a couple of years. It is about 300 meter away from casino Ruhl, also on the Promenade d'Anglais.
The jeton you see is the new € 10 they have in play now.
