Andy- Of course, you and Gene are correct from a legal standpoint. I was just expressing my "moral" outrage at a law that says if you're underage and you lose, the casinos have no problem -- But if you're underage and win, tough. Million dollar jackpots are bad enough, but at least they require ID from everyone who wins something that big. confiscating a cup of quarters is just offensive.
FYI - many states (New Jersey for example)require you be 21 to play the lottery, but allow anyone to win regardless of age. I assume the pretense is to claim that a minor might be given a ticket as a gift, etc. But I believe the real reasoning is to avoid the embarrassment of taking a minor's money, but not paying if he wins.
