IMHO, the NV Gaming Regs say you must be 21 to gamble. The only reason to buy chips at the cage would be to gamble with.
So, the answer to your question is a resounding NO.

I do not buy or sell on ebay so I have no idea about ebay rules. But from what I read on this BB, there aren't any rules.
