It seems possible that the chips with Binion's name & photo were ordered in 1954 & received by Brown in 1955 but not used until 1958. Brown may have been told by NV Gaming that he could not use the Binion chips and they were with-held until Binion got out in 1958. The new chip orders in 1958 would explain the different colors on the ARODIE chips to prevent Brown from using the previous chips. This is all speculation but makes sense to me. If Brown could use Binion's chips, why were the marquee, matches, ashtrays, etc., changed from Binion to Brown? Maybe Becky can tell us.
