That's a very interesting point, which never occurred to me. As a life member of the A.N.A, I should have known this.

Does this rule apply if these sets are simply unsold leftovers from the original issue that were just sitting in a closet at the Hard Rock for five years? If that's the case, the original chipmaker might never have been involved in any additional chip-making.
