The measurement is from the exreme left to right of the line of type WAGON WHEEL. It doesn't matter how the chip is oriented; I just used Chuck's scan as an easy way to show what's being measured. Also I scaled the chips themselves for the measurement... no software is required.

I am confident there are two different pieces of artwork used.
