At the Tropicana in Vegas I asked the guy running the game why there was the metal plate to shield the player from seeing the chicken enter its decision. He said it was to keep the chicken concentrated on playing the game, so not to be distracted by the customer.

I don't think the casino would dare do something illegal and risk losing a gaming license over a stupid chicken promotion.
