There is a constant debate going on as to what is a crest and seal. By any standards your chips are not crest and seals.
Both Burt and USPC loosely describe crest and seals as any non-duplicative mold chip with a original (non-generic) inlay.
Most collectors define crest and seals as plain molded clay chips with a printed inlay covered by a relatively thick clear material.
A hot stamp means no crest and seal.
