Here are a few cities in Southern California that you might have heard of:
Hollywood, Westwood, Bel Air, Brentwood, Pacific Palisades, Encino, Tarzana, Woodland Hills, Van Nuys, Sherman Oaks...
The thing they have in common is that they are not cities at all, but they are all part of the city of Los Angeles. Ever try to convince a resident of Bel Air that he or she should be using "Los Angeles" as their address? They'd probably run over your foot with their Rolls... without offering you any Grey Poupon.
You think the residents of Manhattan would want their neighbors to da north using "New York City" as their address? Don't think so.
As far as Las Vegas being too small to have suburbs, I think with over a population of over a million that Las Vegas is plenty big enough to be surrounded by them. There are much smaller cities that have suburbs. Boston, for example, has a population roughly half that of Las Vegas, but it is surrounded by suburbs that make up "Boston".
