The first time this came up, I had to ask myself if I understood how it worked, even after I read the explainations.
Seems like it's simple, but then there are always minor differences. The first reply is the best so far.
One didn't have to document what they took and placed, in the begining, but some people took out like new chips and replaced them with plain crap. So the log was started.
The entertaining part is the person who starts it, gets back the surprise in the end. Sometimes people will add an extra chip, or something else, which should get to the end for the person who did all the work organizing.
I like to slip in a sleeper - good chip or whatever the RR is and see if anyone grabs it.
Just like the idea of chip collecting, it's for fun! I think I've paid more for shipping than the chips were worth, so keep the FUN aspect in the forefront.
