Casinos could still do NCV's, like the Hard Rock free give away, but they would need written permission from the board to do so. As far as I know limited edition chips are usually authorized for use on the tables, even though that may never actually happen. What I want to avoid is a casino putting out a $100 chip with the Club Logo, selling it for $110 in the gift shop, and it is not redeemable at the casino cage.
