Have you tried contacting the person who originally won the ebay bid? I think you said her name was LadyDi. See if she has received her package.
If she has, she probably has the sellers address.
If you get her address, you may wish to send her a letter. You may want to try to spook her into either returning your money...or sending the chips. You can probably scare the bejeebers out of her by informing her that if this issue isnt resolved, you will be forced to pursue the legal avenues. You then inform her of the Federal Postal Fraud stuff. Whether it is valid or not...it may just be enough to push her into resolving it. Merely state that this is your final attempt to resolve this issue before turning this over to authorities.
Obviously your emails havent done enough to motivate her. I believe theres a good chance that a properly worded letter would. Especially when she feels she isnt so annonamous any longer and potentially facing federal prosectution.
