I have heard about some of these policies in the past. That is why I haven't yet, and still am reluctant and resistant to, use PayPal for purchases. To me, using my credit card is a means to a convenient and secure payment for goods or services. If stuff like this happens, I do not see using PayPal as convenient, due to the hastle, or secure, since any scam artist can appearently get money from PayPal and you have little recourse.
