Part of the reason the players will want the chips is that those who complete the set through play will have a chance at some serious money at the end of the promotion. The handout says over $500K. This may be a collection that costs thousands to get but may also be worth thousands at the end. I think after the promotion has run the course it would be better for the AC chapter to get some sets than have them thrown away.
