I'm suprised that you can remove a bid and block the bidder. This sounds like it could be a credability problem with the seller. The seller could have a friend bid up an item hoping for a higher bid price or to check if the current high bidder put in a higher price and if he didn't or a higher bid doesn't happen they take their friend off the bid and give it to previous bidder!
