There is a difference.

Reading a document (even a religious one) or a piece of literature in historical, or artistic context is different than being lead in an oath of allegiance or a prayer.

Reading the works of Martin Luther in a history class to understand the reformation and changing social conditions is not an endorsement of religion. Being asked to recite a daily prayer to a diety (even a generic diety) certainly is.

CONTEXT IS KEY.
