I agree with Michael. However, it is not likely that it would be enforceable, unless something significant occured. Ultimately it would be up to the courts that decide what is or is not covered by the HPA. Is it stands now, it is not clear (specifically stated) that casino chips are included, but I would agree that they are included in the broad definition of numismatic items covered in the HPA. Furthermore, the Club could extend the Code of Ethics to include the provisions of the HPA. The effect would be to have Club members governed by these standards so that "altered" chips would have to be so designated.
