The key, I believe, is the DEFINITION of "numismatic item," which the Hobby Protection Act governs. The Act says:
"Original numismatic item means anything which has been a part of a coinage or issue which has been used in exchange or has been used to commemorate a person, object, place, or event. SUCH TERM INCLUDES COINS, TOKENS, PAPER MONEY, AND COMMEMORATIVE MEDALS."
[emphasis mine]
The Act, by its own terms, is not restricted to coinage. Casino chips and what we call "tokens" are defined by the numismatic hobby as "tokens" because they are non-governmental in issue.
Therefore in my opinion the Act applies to casino chips and tokens.
