I can not see the picture. From the description, there is a possibility they could be from one of the many charitable organizations that run blackjack at many of the North Dakota bars / restaurants. I did not see a charity that matched those initials on the current list of licensed charities (see link). May be one that is no longer licensed. Good luck identfying the chips.
