... isn't universally or necessarily the case. I have attended other shows and conventions (NCR), for which pre-registration packets were routinely distibuted to friends of non-attendees, or mailed out after the fact to those who could not attend. In part, I suppose it depends on exactly what the purpose of the pre-registration package is and what's in it.
On the other hand, I think it would be unusual for this to be true:

I don't expect to be able to get my CC>CC convention registration fee back if I don't attend and would never have even thought to ask for it.
Perhaps a compromise could be reached (regarding which I will post a separate message).
