I am a black and white person. That is how I make it through the day. Remove the part about them being a member of this or any other club. Remove the part about their status (I don't know who they are, nor do I intend to search ebay to see who it is. I don't care.)
What you have is someone who switched merchandise on you. Even if it was one chip in a bunch, market value or not. Market value means nothing to me as something is only worth what it is preceived to be worth. (S)he could have switched a chip with no market value with one that does. What if that is the one chip that sealed the deal for you or you really wanted.
I place a higher value on any of the chips from The Palms than I do on the Sammy chip. Granted, I could sell the Sammy for more than my morgage payment is, pay my morgage and then take my family to dinner and still buy a hand full of chips from The Palms but it isn't what I bid on nor is it the service (insurance) that I paid for.
Basically, I break things down and as I see it ask them to fix the situation and see what happens.
Being an e-bay seller (small time) I am shocked that this was done and would have stopped the auction if I was unable to produce the item(s) listed.
I do like your approach to this, so far...for whatever that is worth
