I think that this needs to be put in perspective. It is Warwicks JOB to promote the HR and to keep the bands and high rollers happy. You complain if you don't get a $25 chip but the take from these chips is nothing compared to the possibiliy of losing one high roller at the tables. I do agree that more of these chips should be made to keep us collectors happy since the high rollers probably don't care how many chips have been made for each occasion. Or maybe they do?? I really don't know. Lots of casinos have very limited edition NCV chips for example that are given to high rollers or tournament players only (Aladdin comes to mind). Why don't we complain about those? I am not really trying to defend Warwick but his perspective may be different than yours.
