I too have post '69 FM tokens that are proof-like. I discussed with Howdy Herz the FM situation recently and he shared with me what he had been told by FM personnel. There were not special dies, double striking, or polishing of dies for the collector sets. Proof tokens were the first off the new dies, proof-likes were next, and mint-run tokens were last. If that's true, we may just be seeing early run tokens in the '79 and later issues that were preserved for today's collectors.
