I see what you are saying now and yes rebating 50% back is a very good idea and I think $2.50 is very reasonable fee for S&H/Insurance in my opinion.

BTW Sorry to hear that you got burned and couldn't find that chip again but I can tell you that your not the only one I too got burned many times on chips which were damaged which a majority of the time I did get my money back but I could never find those same chips that I had bought on or even from a dealer.
