Here is the dealers quote, whcih comes from slabbed bank notes. I'm pretty sure that most of the time, this disclaimer applies to other slabed collectibles.
"Since we can not examine encapsulated notes outside their holders, they are sold "as is" without our grading opinion, and may not
be returned for any reason."
The whole premise is that a graded, IDed, slabbed chip is better, is unfounded. No one can open the slab and get a good look. No guarentee!
