Your comparison is ludicrous. It takes a genuine effort, possibly even a skill to take a well composed photo. A well made photo could very well have a value associated with it. Many photos sell for significant sums of money.
The value of a scan of a chip is de minimus i.e. as close to valueless as you can get. There is no skill or art involved. Place a chip on a scanner and press a button. Take a minute to crop and you're done. If you want to really save money, scan several chips at once.
You can say that permission should have been asked. Fine. Just don't make phoney comparisons that are just plain false.
