You are right. The Marina apologizes for this confusion. The Games Supervisor thought (as did all of us at the release) that all of the chips were brought to the game. As you recall the last people in line were some Marina Dealers (who waited patiently, giving up their lunch breaks to get the chips), they got all of the chips that they needed. Halfway through the line, the second time around, some people didn't get as much $5 Hagars as they would have liked - But everyone who wanted them got at least 20 $5 CHIPS.
IN SHORT, Our Casino Manager has apologized for the confusion and I hope you know that it was an honest mistake. Our intention is to release all chips to the public - no one will receive any special consideration (except, of course, for the bands, if chips are given in consideration for us to use their likeness, etc.)
