What type of information would this be (other than the obvious (name, date, amount of chips, description)? And what is the format of the data to begin with (a list on paper, or 3x5 cards, etc)?

I understand it would be a huge undertaking but it may be something that could be done on a distributed process. So the most important question is who owns some of this data and would they be willing to release it to the public.
