What signature files were you using? Norton files dated 4-17-2002 and newer should have caught it.
The trick I usually use to clean a “difficult” infected pc is removing the hard drive. Put it in a second pc (with up to date virus scan) as a second drive. Then scan, clean and remove the virus. USUALLY it takes care of the problem. Occasionally you might have to replace a few operating system files from the same system versions.
Also if you were running Corp edition, there is a procedure to remove everything to let it reinstall. Look up Doc ID 2001011116210048 and 1999111515193748 on Symantec. There are a few registry keys to work with.
