I don't know the full story, however, from my understanding, these chips belonged to a state-run casino in Montreal (or Quebec area) that was open only during the agricultural fairs to help raise funds in order to side-step tariff agreements on state-funding for agriculture. But they are now outlawed...therefore these chips are obsolete.
