I'm not familiar with the Port Isabel ship. If it was operating more recently than 1997, then I doubt it.

The Lone Star Casino Corp (of Tinian Island fame) filed for bankruptcy around 1997. I assumed they went out of business, though they could have reorganized and started up again.
