Dice are not legal in California, even in Indian casinos. So using cards is a way around this regulation.

Roulette wheels not legal either. However, I suppose they could have a set of 38 cards to replicate a "00" roulette wheel -- wheeless roulette??

Doesn't seem the same to play craps without dice though.
