My take on it would be that a limited edition chip would have a set number of chips being made - for example "Limited to 1,000" or something like that on the chip.

A commemorative chip may not have a set number being made and can possibly be re-ordered by the issuing casino.

If I'm in error maybe one of the chip gurus here can correct me.
