The chips don't look like Paulson generics, IMO. The seller's response you posted below sounds legit, though I don't have any specific knowledge of the chips. Canada did have charity casinos for a time which rotated among different locations, run by operators who gave a % of the proceeds to non-profit charities.
Paulson publishes a list of color combinations permitted for use in "personalized" chip sets which the general public can buy. (The color combinations they use for their fantasy chip sets also come from this list of possibilities.) I checked an older list I have & didn't find the color combos on the no-name chips in the eBay auction. I can't find a newer list that I have somewhere.
In most cases, though not all, the inlays on fantasy/generic/public-personalized chips are round. Also, it's my understanding that Paulson only offers charcoal gray (but NOT black) base color, except to liscensed casino operators. (To prevent black chips from being altered into "live" $100 chips at some casino.)
