I was unaware that the Hard Rock chip was a NCV. I think the hard part would be not being able to purchase the convention chips from a new release service because of limits set on the amount of chips one can buy. I can also see the other side of the coin and can see where people would be upset not being able to purchase chips because of them being sold out. As much as I hate to say it, convention goers should have precident to those chips.
