First, a question. I wouldn't think that requiring a gift shop purchase in order to buy a chip would be legal? It seems to me that gaming would have something to say about that. I would LOVE to be able to make it to the convention but seeing that our first child is due June 15th I don't see it happening. I would hope that my new issue service would have access to the convention chips that I want for my personal collection. Placing a limit on 2 chips per person would surely hurt my chances to own those chips.
