It's possible that the main problem being that the licensing of images is for promotion only, thus prohibited for resale.

The answers I received could be due to concerns that I'm an agent checking to ensure the licensing agreement is being adhered to.

All in all, it still shouldn't be this hard. IGT must be walking on egg shells around the Nevada Gaming Commission. They seem to be making sure 't's are crossed and 'i's are dotted.
