I think that depends on how this one is handled. If the investigation dead-ends, and the ethics code stays as it is, what's to prevent it from happening again?

Mr. W. has his money for selling the chips (with disclosure), the dishonest sellers have their money for selling the chips (without disclosure), and some innocent chippers have been ripped off.

At this point the only ones who have been punished are those who bought the chips. Hopefully there will be further developments which will discourage others from repairing, altering, counterfeiting, etc. It's certainly a "heads up" for all of us.
