I am not addressing these chips.
Jim Reilly set up a hypothetical situation to demonstrate that chips can be "altered" or repaired without an intent to deceive. You responded in essence saying that that is true as long as only a single chip is "altered" or "repaired" but that if a quantity of chips are so altered it must be to deceive.
I just demonstrated the situation where your statement is not correct.
Whether these Brass chips were intended to deceive is not something that I can know. While I suspect they were, I have not seen the evidence so I could not say for sure.
