As for the Wal-Mart in Hood River, the Scenic Protection Act wasn't meant to arrest commerce in 120 year-old towns in the gorge, only undeveloped areas like the area Warm Springs has. Hood River high School, class of '68! BIA can make any decision they want as the wild card in this thing, scenery and cute little governors not withstanding.
