But there is a difference. Of course I'm not clear by what you mean by hype up, but assuming you mean he misdescribes it has having a higher value than it does his actions are not likely to create the overall market manipulation that slabbing does. So while unacceptable behavior it is more likely to put that dealer out of business than it is to effect the overall hobby.
Furthermore there is a difference between puffery and outright fraud.
Any person who slabs a chip is commiting an outright fraud on several basis including:
1) The implication of the Grade assignment by a slabbing company is that this chip meets the commonly accepted standards of this grade. SInce there are no commonly accepted grading standards in the casino chip collecting community (even the effort by the CCGTCC to create such standards has not been commonly accepted) the claim is demonstrably fraudulent. At the present time the only company slabbing chips refuses to even publish there own standards.
2) The claim that the Grade is "Guaranteed" - No grading company offers any real guarantee since the grades have no real meaning it is impossible to prove a grade is wrong.
