It's a complex question and there are a lot of different possibilities. If the place closes and their chips are destroyed, the collector value almost always goes up, at least on the chips up to $25 face. The big chips that depend more on redemption for value often go down for a while. Not many collectors go after $500 chips and pay over face. If the obsoleted chips are not destroyed, all the values will go down, at least as soon as collectors find out which dealer has them.
If there's a rack change, there won't be much effect on collector value as long as the chips are redeemable; some places will redeem old chips forever. After redemption is over, values will usually act similar to those for a place that has closed with chip destruction.
You can find exceptions to every one of these general statements so be careful.
Chips made to be collected (LE's) are somewhat different. Sometimes there's a redemption with destruction of the remainder. If info on how many were destroyed is leaked to the collector community, this may increase the value. However, not always; look at some of the early (non-redeemable) Four Queens LE's that you have trouble selling for face value for today.
