Yes, Moe bought River Downs for the Cleveland syndicate.
There is an interesting story in my Arrowhead Inn columns on Chequers about Harold Nason bringing the money to buy River Downs, from Cleveland for Moe.

IMO, the Meadows was way before its time and a good example of "Location, Location, Location." It could have very well been what the Flamingo was only years earlier.
