It has been a long time since I ever listed anything on ebay (until a couple of days ago) but as Ron said, I believe in most cases it is just lazyness.

I have done that many times but never when it came to the condition of the chips. I used the words "what you see is what you get" to describe
what the chip is instead of detailing what is already on the chip which you can see for yourself.
