Your definition of "uncirculated" is entirely appropriate in a sense, because you are referring to chips that have never seen the tables... these are the chips you deal with and it works. I think one of the problems lies with, say, a ten- or twenty-year-old obsolete which some may say is "uncirculated" without the knowledge of whether given chip has been in play or not.

I think Rick's point, though, is that "uncirculated" is not really a condition... and I pointed out in an earlier post where I've seen chips I knew with surety had never been in play that had been scratched or otherwise damaged. I'm sure you have as well.

Describing this type of chip as "uncirculated" would imply to me that it is in, let's call it "perfect" condition. This description, then, would be misleading... if I received a chip described as "uncirculated" and it was scratched or otherwise damaged, I would not be a happy camper.
