...the term "mint" is defined by Webster as "unmarred".

Additionally, according to the Cambridge Dictionary Of American English, the phrase "mint condition" means "excellent condition"... the example used is:

Alex's old Cadillac is in mint condition.

I think that the concept of a chip being in "mint condition" does not connote its manufacture in a minting facility. The term can be used to describe virtually anything... and usually is vbg
