The few times I have sold something this is the approach I have used.

I think this is a fair approach. Notice the seller said he will leave feedback when he hears you have received the chips and are satisfied (or not), not when you leave him feedback.

Feedback should reflect the whole transaction and the transcation isn't over when the seller receives the money. I think its fair to wait until you hear from the buyer.
