I personally would ask for my money back. Being you were only offered one chip and you're not interested in it. I can't understand how he could list a chip and not have the item. If you're succesful in getting your money returned I would then contact eBay { about the item not being available }. Even if you don't get your money back I would still contact eBay. This is my opinion on feedback. I will never leave feedback on a seller before they leave feedback on me { when I'm the buyer }. I believe it's the sellers responsibility to post on the manner of payment and when the buyer recieves the item to post if the item was as described. In your case however { after contacting eBay } I would not hesitate to post negative feedback.
